The next meeting of the Chorley 3 Tier Liaison will be held on 17 September commencing at 6.30pm in the Town Hall.
This is a joint meeting of the County Council, Chorley Borough Council, and the Parish and Town Councils in the Chorley district area.
The Forum is a consultative meeting held in public at which the three tiers of local government in the Chorley area consider issues of shared priority and concern, and through which all three tiers can seek the views of others on strategic issues which impact on the local community.

2. My Account An account with Chorley Council enables people to report several service requests without having to input their details each time. You will receive updates via email or SMS when you report a job and will also receive confirmation emails when a job has been closed. My account users can add notes and attachments to the service requests and also report jobs on behalf of someone else. | ![]() |
3. Venues announced for Chorley Live 2014 The venues for a fantastic two-day live entertainment event in Chorley can now be announced as excitement builds ahead of the second ever Chorley Live. Chorley Council is teaming up with the Creative Network to organise Chorley Live that will see 200 live performances in 25 venues across the town centre to create fantastic memories of live entertainment on Friday and Saturday 3 and 4 October. | ![]() |
4. Individual Electoral Registration (IER) As usual at this time of year we are writing out as a part of the Annual Canvass of Electors. What’s different this year is that in line with the transition to IER we have firstly checked our existing electoral register details against the DWP database. This involved an electronic match of all the records and the results were returned to us graded as a GREEN, AMBER or RED match. We achieved an 83.5% GREEN match which after further checking against our own Council Tax records was increased to a 91% GREEN match. What this means is that we have sent out the following: GREEN matched electors will have received a confirmation letter telling them that their information has been checked against other records and that they will remain on the register. Initially we have sent out around 73400 of these letters. AMBER and RED matched electors have been sent an Invitation to Register (ITR) form asking them to either return the completed form to us or giving them a web address for them to apply to register online. We have sent out just over 7000 of these. In addition we are also required to send out what are known as Household Enquiry Forms (HEFs) to empty properties and to those households who didn’t reply to last year’s canvass. We have sent out around 6800 of these. This exercise will continue through the Autumn prior to the full register publication on 1 December 2014 and in the cases of those persons receiving ITRs and HEFs there will be a process of repeat forms and chase up where we get no reply. In all cases where we require a reply a pre-paid envelope will be provided for the return of the form. | ![]() |
5. Council is helping people to cut costs A scheme aimed at helping people to save money on their energy bills is set to be launched in Chorley. The aim is to help people replace their old boiler with a new more efficient one which should lead to a cut in the cost of their heating bills. Chorley Council is working with Unify Credit Union, contractors Rheinegold Insulation and boiler manufacturer Baxi to offer people the chance to buy a new boiler, using a low-cost loan and installed by a company offering a 10-year warranty. |
6. What are planning considerations? At the request of the Chair of Development Control Committee, the Development Control Team have put together a list of material planning considerations which they use when considering and making recommendations on planning applications. Material considerations must be genuine planning consideration, ie they must be related to the purpose of planning legislation and must also fairly and reasonably relate to the issue in question. | ![]() |
7. Polling Place Review 2014 Each year at Chorley we carry out our own informal post election review and implement changes as necessary, however as required we are now conducting the required formal review. We are looking for feedback on any aspect of polling districts and/or polling places currently used and invite representation and comments from interested persons. Views are invited from electors within Chorley and the review will end on 12 September 2014. |
8. Memorial refurbished as fitting tribute A memorial to two brothers who died during the First World War has been cleaned up to become a fitting and lasting tribute to them. The memorial, in White Coppice, Chorley, had been built by their father but had fallen into a state of disrepair and become overgrown with foliage over the years. Now, thanks to a joint venture by Chorley Council, Chorley Community Housing (CCH) and local resident Peter Pennington, the memorial has been restored to its former glory, its history revealed and a plaque commemorating the brothers is to be installed. | ![]() |
9. FAO all community venues Thanks to funding from the Big Lottery Fund, Lancashire West CAB is able to offer free training for staff or volunteers at community venues across Chorley, South Ribble and West Lancashire. They are looking for people to become “Community Champions” in their venue. | ![]() |
